Conference on the Transfer and Reception of the Party Committees of Ninh Binh Phosphate Joint Stock Company and Ninh Binh Fertilizer One Member Limited Liability Company
In implementation of Conclusion No. 208-KL/TW of the Politburo and the Secretariat on the reorganization of Party organizations within economic groups and state-owned corporations; and pursuant to the decisions of the Party Committee of the Government and the Ninh Binh Provincial Party Committee, on the morning of January 19, 2026, at the headquarters of Ninh Binh Phosphate Joint Stock Company, the Party Committee of Vietnam National Chemical Group (VINACHEM), in coordination with the Party Committees of Nam Hoa Lu Ward and Dong Hoa Lu Ward, organized a conference on the transfer and reception of Party organizations and Party members of the Party Committee of Ninh Binh Phosphate Joint Stock Company and the Party Committee of Ninh Binh Fertilizer One Member Limited Liability Company.
Attending the conference on behalf of the Ninh Binh Provincial Party Committee were Comrade Dinh Thi Phuong, Member of the Provincial Party Committee and Deputy Head of the Organization Commission of the Provincial Party Committee; Comrade Dinh Thi My Hanh, Standing Deputy Secretary of the Party Committee of Nam Hoa Lu Ward; and Comrade Dao Si Hai Son, Standing Deputy Secretary of the Party Committee and Chairman of the People’s Council of Dong Hoa Lu Ward.
Representing the Party Committee of Vietnam National Chemical Group were Comrade Nguyen Van Quy, Standing Deputy Secretary of the Group Party Committee; Comrade Hoang Manh Thang, Member of the Standing Committee of the Party Committee, Head of the Organization Commission of the Group Party Committee, and Member of the Members’ Council of the Group; along with representatives of advisory and supporting bodies of the Group Party Committee.
Representing the two Party Committees being transferred were Comrade Pham Manh Ninh, Secretary of the Party Committee and Chairman of the Board of Directors of Ninh Binh Phosphate Joint Stock Company; Comrade Nguyen Viet Hien, Secretary of the Party Committee and General Director of Ninh Binh Fertilizer One Member Limited Liability Company; together with members of the Executive Committees of the two Party Committees.
At the conference, the Group Party Committee announced and handed over the decisions of the Party Committee of the Government and the Party Committee of Vietnam National Chemical Group regarding the transfer of Party organizations and all Party members. Accordingly, the Party Committee of Ninh Binh Phosphate Joint Stock Company, comprising 105 Party members and 9 subordinate Party cells, was transferred to be under the authority of the Party Committee of Nam Hoa Lu Ward, Ninh Binh Province; and the Party Committee of Ninh Binh Fertilizer One Member Limited Liability Company, comprising 262 Party members and 19 subordinate Party cells, was transferred to be under the authority of the Party Committee of Dong Hoa Lu Ward, Ninh Binh Province.
The Ninh Binh Provincial Party Committee presented the decisions on reception to representatives of the two enterprise Party Committees. The conference also witnessed the signing of minutes on the transfer and reception of Party organizations and Party members among the relevant parties, completing the handover of all Party organizational records in accordance with regulations.
Speaking at the conference, Comrade Nguyen Van Quy, Standing Deputy Secretary of the Party Committee of Vietnam National Chemical Group, emphasized that the transfer of Party organizations to local-level Party committees is a major policy of the Central Committee aimed at reorganizing and consolidating Party organizations in line with the new management model, thereby contributing to enhancing the effectiveness and efficiency of Party leadership at the grassroots level. He requested that, following the transfer, the Party Committees promptly stabilize their organizational structures, continue to uphold traditions of unity, and lead their enterprises in successfully fulfilling production and business tasks and Party-building work.
Representatives of the receiving local Party Committees acknowledged and highly appreciated the close coordination between the Party Committee of Vietnam National Chemical Group and the ward-level Party Committees in the preparation and organization of the conference. They also requested that the transferred Party Committees quickly integrate into the local Party organization, strictly comply with working regulations, uphold Party discipline and order, and contribute to building increasingly clean and strong Party organizations within enterprises.
The conference on the transfer and reception of Party organizations and Party members of the Party Committees of Ninh Binh Phosphate Joint Stock Company and Ninh Binh Fertilizer One Member Limited Liability Company was conducted solemnly and in full compliance with prescribed procedures, marking an important milestone in Party organizational and Party-building work, and creating a foundation for Party organizations to continue to promote their role as the political nucleus within enterprises in the new period.
