Deputy Prime Minister Bùi Thanh Sơn: Vinachem is the Core – Leading – Pioneering Force of the Chemical Industry in the New Era
Hanoi, December 29, 2025 – The Vietnam National Chemical Group (Vinachem) has just held the “Conference to Review Work in 2025 and Implement Tasks for 2026” in Hanoi, with the attendance of Comrade Bùi Thanh Sơn – Member of the Party Central Committee, Deputy Prime Minister of the Socialist Republic of Vietnam; Comrade Cao Anh Tuấn – Deputy Minister of Finance; together with representatives of leaders of central ministries and agencies: the Ministry of National Defence, the Ministry of Industry and Trade, the Ministry of Public Security, the Ministry of Justice, the Ministry of Home Affairs, the Ministry of Labour – Invalids and Social Affairs, the Government Inspectorate, the Government Office, the Vietnam General Confederation of Labour; specialized departments under the Ministry of Finance and the Ministry of Industry and Trade; representatives of the Vietnam Industry and Trade Union; corporations, general corporations, banks, and partners of the Vietnam National Chemical Group.
On the side of the Vietnam National Chemical Group, attending the Conference were Comrade Phùng Quang Hiệp – Member of the Executive Committee of the Government Party Committee, Secretary of the Party Committee, Chairman of the Members’ Council; Comrade Nguyễn Hữu Tú – Deputy Secretary of the Party Committee, Member of the Members’ Council, General Director; together with leaders of the Party Committee, Members’ Council, Board of General Directors, the Group’s Trade Union and Youth Union; controllers, chief accountants; representatives of leaders of member units, former leaders of the Group, and specialized departments and the Group Office.

Speaking at the conference, leaders of the Government and the Group emphasized the outstanding achievements Vinachem attained in 2025 despite numerous challenges, while setting out breakthrough and sustainable development orientations for 2026. The atmosphere of the conference reflected pride in the achieved results and determination to modernize the chemical industry in the new phase.
The year 2025 was assessed as a particularly important and challenging year for Vinachem. Although the global and domestic economy experienced complex developments, market demand declined, and natural disasters occurred consecutively, Vinachem proactively made great efforts to overcome the prolonged difficult period, gradually regaining growth momentum and creating a solid foundation for entering a new development phase. General Director Nguyễn Hữu Tú stated that the Group comprehensively fulfilled all planned targets and achieved the highest results ever in many fields.
Specifically, industrial production value in 2025 was estimated at VND 61,381 billion, up 10.3% compared to 2024, reaching 100.3% of the annual plan and the highest level in history. Consolidated revenue increased by approximately 8%, while the Group’s total profit surged by 73% year-on-year. Notably, the Parent Company – Vinachem – completely eliminated accumulated losses, finishing six months ahead of schedule and exceeding all targets of the 2021–2025 five-year period. This is an impressive achievement, demonstrating the determination and effective management capacity of the collective leadership and nearly 20,000 Vinachem employees.
Alongside growth in scale and business efficiency, Vinachem continued to affirm its pillar role in ensuring the balance of chemicals and fertilizers for the economy. In 2025, the Group supplied millions of tonnes of fertilizers and plant protection chemicals, accounting for more than 45% of the domestic market share. Many Vinachem products held dominant market shares, such as DAP fertilizer at 52%, superphosphate at 65%, and fused phosphate at 78% nationwide. As a result, Vinachem made an important contribution to stabilizing agricultural production and ensuring national food security.
The Group also maintained stable employment and income for workers; currently, Vinachem provides stable jobs for nearly 20,000 employees with an average salary of VND 16.65 million per person per month, an increase of 8% compared to 2024. “On behalf of the Government and the Prime Minister, I acknowledge and highly appreciate the efforts of the leadership and all employees of the Group and congratulate you on the comprehensive results achieved in 2025,” Deputy Prime Minister Bùi Thanh Sơn stated, commending Vinachem’s outstanding achievements amid common difficulties.
Vinachem’s integration and export activities over the past year also recorded many positive signals. International cooperation relations were expanded, and Vinachem made significant progress in implementing the Potash Rock Salt Mining and Processing Project in Laos – a key overseas project.
Immediately after receiving approval from competent authorities to continue, the Group urgently mobilized resources, with many working delegations traveling to Laos to accelerate project progress. To date, the potash salt project has closely followed the planned milestones and is ready to move into the construction phase.
In addition to production and business results, Vinachem in 2025 also left a strong mark in restructuring, enterprise innovation, digital transformation, and sustainable development. The Group synchronously implemented its restructuring scheme, streamlining the organizational apparatus in accordance with Resolution No. 18-NQ/TW.
For the three fertilizer projects that had previously faced difficulties under Scheme 1468, Vinachem successfully restructured them; to date, these plants are operating stably, generating profits, and repaying bank loans beyond plan – becoming “bright spots” in 2025.
The Group also promoted brand development and implemented the Campaign “Vietnamese People Give Priority to Using Vietnamese Goods.” At the Exhibition Fair of National Achievements for the 80th Anniversary of National Day and the Autumn Fair 2025, Vinachem’s exhibition booth attracted a large number of visitors and was honored with the “Outstanding Exhibition Space” award among more than 2,500 participating units.
Notably, in 2025 Vinachem launched the program “Greening and Digital Transformation of the Chemical Industry,” focusing on two sustainable and modern development trends. The Group for the first time introduced a line of consumer products under the Vinachem brand and launched the first specialized e-commerce trading floor of Vietnam’s chemical industry – VINACHEMMART. At the same time, Vinachem boldly invested in research into high-tech fields oriented toward the future, such as the production of high-purity chemicals for the electronics, semiconductor, and energy storage battery industries serving electric vehicles. These orientations demonstrate that the Group not only focuses on quantitative growth but also aims for green and sustainable qualitative development, in line with the chemical industry strategy to 2030 with a vision to 2040.
Along with this, the Deputy Prime Minister emphasized that Vinachem needs to further promote research and application of science and technology, strongly advancing digital transformation in a substantive manner, considering it a key driver to enhance product quality, management efficiency, and competitiveness in domestic and international markets. In this process, the Group must proactively remove difficulties, focus resources on accelerating key projects, and closely monitor market developments to promptly seize opportunities and create room for sustainable growth.
The Deputy Prime Minister also shared his wish that Vinachem continue to pay attention to improving the material and spiritual life of workers, considering this the foundation for the Group’s stability and long-term development; at the same time continuously consolidating internal unity, promoting the combined strength of the entire system, and creating high consensus in implementing tasks for 2026 and subsequent years.

Fully receiving the Deputy Prime Minister’s directive opinions, Chairman of the Members’ Council Phùng Quang Hiệp affirmed that the Vietnam National Chemical Group would seriously absorb and resolutely implement the orientations and directions of the Deputy Prime Minister, considering them guiding principles for operations in 2026 and the years to come. The Group is determined to concretize these orientations into practical and synchronized action programs and solutions, striving to successfully accomplish the targets and tasks of 2026 and create a solid foundation for the 2026–2030 development period.

General Director Nguyễn Hữu Tú stated that Vinachem will strengthen forecasting capacity, closely follow market fluctuations to promote production and business, ensure the supply of essential products such as fertilizers, and contribute to stabilizing the domestic market. In addition, the Group will review the past five-year plan and develop a development scheme for the 2026–2030 period in close alignment with Government directives.
In 2026, the Potash Rock Salt Mining and Processing Project in Laos will continue to be a key task. Chairman Phùng Quang Hiệp emphasized the viewpoint of “not talking about difficulties, only proposing solutions,” requiring the entire system to mobilize maximum resources, closely coordinate with partners, and be determined to complete milestones as early as possible, bringing the project into commercial operation and creating a new growth driver.
Vinachem identifies innovation, digital transformation, and green development as strategic pillars in 2026. Accordingly, the Group will intensify research into high-tech products serving key industries; expand the Vinachemmart e-commerce platform and complete data infrastructure for governance; and simultaneously implement comprehensive solutions for energy saving, emission reduction, and circular economy development, moving toward a green and sustainable growth model in line with Government orientations.
In corporate governance, Vinachem will continue restructuring the organizational apparatus toward streamlining and efficiency, thoroughly handling outstanding issues at difficult projects under Scheme 1468, and gradually removing them from the list of 12 loss-making projects of the industry and trade sector.
The Group will also promote internal linkages, prioritizing the use of products and services within the Vinachem ecosystem to form a closed value chain. Marketing, communications, and brand development activities will be strengthened, aiming to enter domestic and regional brand rankings.
In the domestic market, Vinachem sets the goal of expanding market share in fertilizers and plant protection chemicals, diversifying consumer products such as high-end cosmetics, and increasing the proportion of revenue from e-commerce channels. These orientations are expected to help Vinachem improve business efficiency and make positive contributions to national economic development.

Confidently Entering a New Phase
Concluding the conference, Vinachem’s leadership expressed strong determination regarding the tasks for 2026. On behalf of nearly 20,000 employees, Chairman of the Members’ Council Phùng Quang Hiệp committed that Vinachem would uphold the proud traditions accumulated over more than half a century of construction and development, continuously striving to achieve new accomplishments and contribute to the successful realization of the country’s socio-economic goals. He emphasized internal unity and consensus as the strength to overcome all challenges. Deputy Prime Minister Bùi Thanh Sơn also expressed confidence that the Vinachem collective would continue to promote proactiveness, creativity, flexibility, and the spirit of daring to think and act in order to excellently fulfill the tasks of 2026, achieving outstanding results in celebration of the 14th National Party Congress. With new momentum and determination, Vinachem is ready to enter 2026 – a pivotal year in a new development journey – toward the goal of sustainable, breakthrough development and modernization of Vietnam’s chemical industry.
“With nearly 56 years of formation and development, … I firmly believe that our entire Group will excellently accomplish the 2026 production and business plan, creating a solid foundation for double-digit growth in the 2026–2030 period,” Chairman Phùng Quang Hiệp stated optimistically at the conference. These strong affirmations serve as spiritual motivation for Vinachem to confidently move forward into 2026, promising many new successes on the path toward green, sustainable, and modern development.
