On the occasion of Vietnam Entrepreneurs’ Day (13 October 2004 – 13 October 2026), on the afternoon of 12 October in Hanoi, General Secretary and State President Tô Lâm met with outstanding Vietnamese enterprises.

Attending were Politburo members: Bùi Thị Minh Hoài, Secretary of the Party Central Committee, Chairwoman of the Vietnam Fatherland Front Central Committee; Trịnh Văn Quyết, Secretary of the Party Central Committee, Head of the Central Propaganda Department; Phạm Gia Túc, Standing Deputy Prime Minister; members of the Party Central Committee, leaders of central departments and ministries, and 170 outstanding business representatives from state-owned, private, foreign-invested, and small and medium-sized enterprises. Mr. Nguyễn Hữu Tú, General Director of the Vietnam National Chemical Group, was honoured to attend the meeting.

At the meeting, following a report on the development and contributions of Vietnamese enterprises, several business representatives delivered meaningful proposals based on real-world experience.
In his address, General Secretary and State President Tô Lâm recalled that on 13 October 1945, amidst the urgent tasks after national independence, President Hồ Chí Minh sent a letter to the business and industrial community, affirming that the nation’s prosperity is tied to the prosperity of enterprises, and that the Government, people and President Hồ Chí Minh would wholeheartedly support industry and commerce. This philosophy has been continued across generations, forming the foundation for partnership between the State and entrepreneurs.

The General Secretary and State President emphasised that the Party and State value both major successes and the silent contributions of those who maintain reputation, ensure production, care for workers, and fulfil obligations to the State. He noted the joint effort to eradicate makeshift housing, support disaster-affected and vulnerable people, and guarantee social security. The enduring value of business is to contribute to the country’s potential and standing, to advance the knowledge and skills of workers, and to give future generations more opportunities.

He outlined that by 2030, Vietnam aims to become a modern industrialised nation with high middle income, and by 2045, a developed, high-income country. These ambitions must be realised through specific programmes, projects, products, and capabilities. The country needs more businesses mastering technology, building trusted brands, and competitive international production networks. Progress over the next 5–10 years must be reflected in productivity, job quality, and market position.

Highlighting the need to face difficulties directly, the General Secretary and State President affirmed that the Party and State must thoroughly resolve obstacles and correct shortcomings within their responsibility, while enterprises should proactively innovate and rise to challenges. Mutual trust must be nurtured from both sides. The State is to protect lawful rights and honour commitments, while businesses must invest long-term, comply with the law, and share responsibility with workers and the community.

Setting out development directions, he called for strengthening trust, ensuring a stable, transparent, fair and low-cost business environment; effectively removing enterprise obstacles; ensuring consistent policies, consultation, impact assessment, and clear roadmaps. Laws must be promptly guided, uniformly enforced, and protect ownership, business, contracts, and legitimate enrichment. The State guarantees legal property rights and freedom of business. The Government should maintain macroeconomic stability, control inflation, ensure major balances, address land, planning, investment, and construction issues responsibly and promptly, prioritising projects that quickly create production capacity. Procedures and data should be streamlined, reducing paperwork, time, and costs. Early guidance and warnings should limit legal risks, address misconduct, and remedy overlapping inspections. A “National Brand Strategy” should be developed with a long-term vision, based on real competitive capacity.

Stressing the importance of enhancing production capacity, mastering technology, and developing human resources, the General Secretary and State President urged entrepreneurs to focus on technology, people, and management, to leverage strengths, invest with perseverance, and create value-added products. Digital technology and artificial intelligence must contribute to productivity, quality and efficiency. Aspiration for advancement must be realised through capability and actual results. Enterprises, universities, and research institutes should collaborate from project inception to application, develop markets, resolve financial and intellectual property issues, and share benefits. Shared testing, inspection, and services should be accessible to small businesses.

He also called for increased linkages and market opportunities, ensuring healthy competition for enterprises to grow together. State-owned enterprises must use resources effectively, focus on key sectors and essential infrastructure, attach autonomy to accountability, and create opportunities for domestic businesses. Stronger links with foreign-invested enterprises should be built, translating into orders, skills, technology, and production capacity. Public procurement must be transparent and competitive, creating opportunities for small and medium enterprises, and supporting household businesses in accounting, management, digital platforms, and market access to transition into enterprises. Fair access to resources must be guaranteed, and conditions made favourable for new and aspiring businesses.

Promoting the role of entrepreneurs in building an independent, self-reliant economy integrated internationally, the General Secretary and State President urged enterprises to master key stages, diversify markets and supply sources, proactively respond to changes, and strengthen the domestic market through distribution systems, product quality, services, and branding. Integration must enhance technology, knowledge, and position in the global value chain. Entrepreneurs should keep abreast of markets, laws, and technology, utilise trade agreements, protect intellectual property, maintain reputation for quality and origin, and fulfil commitments. Diplomatic, trade, and overseas Vietnamese agencies should coordinate to provide information, warn of risks, connect, and protect legitimate business interests. Overseas Vietnamese businesspeople should continue to connect markets, technology, capital, and knowledge, contributing to national development.

The General Secretary and State President asked enterprises to guarantee safety, income, welfare, and opportunities for skills improvement, use resources responsibly, fulfil tax obligations, and remain closely linked with the community. Workers should enjoy deserved benefits, with improved living conditions as the foundation for sustainable business development. Successful entrepreneurs are encouraged to mentor the next generation, support promising ideas, and foster creativity. Training for managers should develop strategic thinking, organisational capability, and respect for the law; nurturing talented, resilient, and upright entrepreneurs with a strong desire to contribute.

He noted that in the past two years, the Party Central Committee has issued a series of resolutions on socio-economic development to pave the way and create a legal framework for business and labour activities, offering opportunities for enterprises, entrepreneurs, and workers to develop. The 4th Central Conference, 14th tenure, adopted the “Regulation on Party Members Engaging in Investment and Business Activities”, encouraging Party members to lawfully enrich themselves while upholding the Party’s nature, building the Party in the non-state sector, and maintaining integrity in public service. If resolutions and regulations are synchronised and practically translated into institutions, policies, projects, and new productive capacity, they will form a system of mutually reinforcing drivers, aiming for rapid, sustainable development and a new phase of higher quality and competitiveness.

He called on all Party committees and authorities to consistently implement guidance, maintain regular dialogue, address proposals promptly and lawfully, ensure smooth service to businesses through decentralisation and two-level local administration, and promote the role of Party organisations and members in uniting and caring for workers and developing production.

The Vietnam Chamber of Commerce and Industry, the Association of Small and Medium Enterprises, and sectoral associations are encouraged to research and critique policies based on data and practice; identify and follow up on common obstacles, report honestly on outcomes, and enhance support for management, law, technology, standards, integration, and cooperation.

The General Secretary and State President stated that a strong nation is the foundation for enterprises to reach further; strong enterprises help build national strength; affirming that the Party and State value the contributions of entrepreneurs, protect their lawful rights and interests, and create conditions for them to realise their talents and achieve legitimate prosperity. He hopes entrepreneurs will nurture great ambitions, steadfastly build enterprises and brands based on quality, capability and reputation, and bring pride to Vietnam.
