Lao Cai Provincial People’s Committee Works with Vinachem to Resolve Difficulties at Apatit Vietnam

On the afternoon of 6 October 2026, the People’s Committee of Lao Cai Province held a meeting with the Vietnam National Chemical Group (Vinachem) to discuss and resolve challenges and obstacles in the implementation of projects by Apatit Vietnam Limited Company.

Overview of the meeting

Attending the meeting on behalf of Lao Cai Province were Mr. Nguyễn Tuấn Anh – Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee; Mr. Nguyễn Thành Sinh – Vice Chairman of the Provincial People’s Committee; and representatives of relevant departments, agencies, and localities.

Representing Vinachem were Mr. Phùng Quang Hiệp – Chairman of the Members’ Council; Mr. Nguyễn Hữu Tú – General Director; Mr. Lê Hoàng – Deputy General Director; leaders of the Business Planning, Investment and Construction, and Technical Departments; and the leadership of Apatit Vietnam Limited Company.

Apatit Vietnam Proposes Solutions to Project Implementation Obstacles

At the meeting, the management of Apatit Vietnam Limited Company reported on the progress of mining and ore processing projects, as well as the difficulties and challenges affecting the company’s production and business activities.

According to the report, Apatit Vietnam is implementing mining, site rehabilitation, waste dump, tailings pond, auxiliary works, and ore processing plant projects in the province. However, the progress of several projects is hampered by difficulties related to land clearance, land recovery, resettlement, completion of land procedures, resolution of historical issues, land disputes, project boundary adjustments, and land and environmental procedures for ore processing plants.

Key challenges at mining sites such as Cam Đường 10, Cam Đường 2, Ngòi Đum – Đông Hồ, 19 – Làng Mòn area, and Mỏ Cóc 1 centre on land clearance, resettlement, overlapping land use rights, dealing with land already recovered but still in use by residents, assets on or near project boundaries, and unresolved historical issues.

Ore processing plants such as Cam Đường, Tằng Loỏng, and Bắc Nhạc Sơn face difficulties with ore feedstock, tailings ponds, waste dumps, land and environmental procedures. In addition, plant capacity and technology have not been fully optimised. All three plants are currently halted or have significantly reduced production; ore from Mỏ Cóc 1 is only sufficient until the end of November 2026. This situation directly affects the company’s ability to maintain production, provides raw materials for the chemical and fertiliser production chain, and impacts employment for more than 1,000 workers.

Based on the assessment, Apatit Vietnam requested that the People’s Committee of Lao Cai Province provide guidance and support to resolve difficulties, speed up project implementation, and ensure raw material supply for production.

Specifically, the company requested approval to adjust capacity and increase mining output at Site 19 to meet the raw material needs of processing plants; allow for the upgrading of equipment at processing plants; and authorise the conversion, upgrading and technological improvement of Tằng Loỏng Processing Plant.

The company also requested a review of tax and fee policies for tailings reprocessing projects and incentives for science and technology projects focused on the circular economy, especially relating to tailings reprocessing and enrichment of low-grade ore.

Additionally, Apatit Vietnam requested expedited land clearance at mining sites and waste dumps; land allocation or leasing plans for investment in waste dumps, tailings ponds, and deep processing projects from apatite ore.

The company emphasised that resolving issues relating to land, clearance, ore feedstock, waste dumps, tailings ponds, investment and environmental procedures is critical for restoring and stabilising processing plant operations, ensuring production materials, and improving the efficient use of apatite resources in the province.

Vinachem Focuses Resources and Coordinates to Support Apatit Vietnam

Speaking at the meeting, Mr. Phùng Quang Hiệp, Chairman of the Members’ Council of Vinachem, thanked the provincial leadership for their guidance and coordination with Vinachem and Apatit Vietnam in overcoming difficulties.

He noted that, aside from objective factors, Apatit Vietnam must also seriously review and acknowledge its own responsibilities in implementing provincial directives and assigned tasks.
He affirmed that Lao Cai is a key area for Apatit Vietnam’s operations and development strategy. The Group will instruct the company to actively review outstanding issues, urgently develop solutions, and closely coordinate with provincial authorities to gradually address difficulties and ensure stable, long-term, and efficient production.

Regarding investment, he stressed that maintaining growth and driving development requires intensified investment, with projects to be thoroughly researched, implemented in accordance with regulations, and to ensure effectiveness. The Group will direct Apatit Vietnam to accelerate project preparation and implementation and clearly define responsibilities in execution.

He hoped that the province would continue to direct departments and agencies to coordinate and assist both the Group and the company in completing procedures, thereby quickly resolving bottlenecks and facilitating successful project implementation.

At the meeting, Mr. Nguyễn Hữu Tú, General Director of Vinachem, affirmed that the Group would focus on supporting Apatit Vietnam to resolve difficulties, accelerate project implementation, make the most of resources and production capacity, and contribute more to the province’s socio-economic development.

Concerning ore supply, the Group is working actively to coordinate and balance requirements to ensure raw materials for Apatit Vietnam’s production, especially in securing sulphur – a key element in ore processing.

Mr. Nguyễn Hữu Tú added that, beyond resolving immediate issues, the Group would guide Apatit Vietnam in developing projects using advanced, modern technology, in line with requirements for environmental protection, energy saving, and enhancing product value. In particular, new products are aimed at deeper integration into the electronics, semiconductor, and deep processing industries, improving resource efficiency and creating additional value locally.

At the meeting, provincial departments, agencies and localities reported on difficulties and discussed solutions for mining sites and processing plants, focusing on compensation, land clearance, land and environmental procedures, and issues relating to Apatit Vietnam’s project implementation.

In concluding the meeting, the Chairman of the Provincial People’s Committee affirmed that the province and Vinachem were in agreement on the importance of resolving difficulties, enabling Apatit Vietnam to stabilise operations and accelerate project progress, in line with the province’s socio-economic development goals and the company’s business activities.

The Chairman called on departments, agencies, and localities to coordinate closely with Vinachem and Apatit Vietnam, focusing on resolving issues within their authority, particularly compensation, land clearance, investment and planning procedures, and matters related to mining and ore transport.

He asked departments to develop roadmaps, assign clear responsibilities, and set progress milestones for each task; matters under local authority should be resolved promptly to minimise repeated document revisions. The province will continue to direct agencies and local authorities to support businesses in implementation, promptly solving arising issues to facilitate project progress.

Regarding land clearance, the Chairman asked localities to work intensively with relevant agencies to resolve outstanding cases and ensure project timelines. For specific, difficult cases, the province will consider appropriate support measures within its authority, ensuring the legitimate rights and interests of local people and meeting project schedule requirements.
He also called on Vinachem and Apatit Vietnam to proactively coordinate with departments, agencies, and localities, assign staff to work directly on file completion and procedures, and define progress milestones, especially for projects scheduled for imminent implementation.

With close coordination, clear task allocation, and defined progress, Lao Cai Province and Vinachem agreed to focus on removing bottlenecks, restoring Apatit Vietnam’s operations, and creating further opportunities for enterprise development, improving resource efficiency, and contributing to the province’s socio-economic growth.
