On the morning of February 9, 2026, Phạm Minh Chính, Prime Minister of the Government, launched two important emulation movements aimed at bringing the Resolution of the 14th National Party Congress into practice: (1) “Innovation, Science and Technology Development, Digital Transformation, and Green Transformation” and (2) “Strong Development of the Private Sector and Enhancing the Efficiency of State-Owned Enterprises.”

The objective is to create breakthroughs in infrastructure and the digital economy, while strengthening enterprise capacity and role, under the spirit: “Digitalization Creates Momentum – Greening Spreads Impact – Enterprises Break Through – The Nation Advances.”

The emulation movement on innovation, science and technology development, digital transformation, and green transformation focuses on five key priorities. First is fostering breakthroughs in thinking, awareness, and action; identifying science and technology, innovation, green transformation, and digital transformation as key drivers of growth, as foundations for improving productivity and competitiveness, and as tools to enhance governance efficiency, national self-reliance, and national defense and security.

In parallel, the movement promotes the development of modern, synchronized digital and green infrastructure that ensures security, safety, and public well-being; it encourages strong innovation and the application of digital and green transformation across all activities and international cooperation.

The movement also aims to develop a digital socio-economy, digital government, digital administration, and digital citizens, associated with a nationwide digital literacy campaign and digital platforms under the goal of “Three Safeguards”: security, safety, and public well-being. At the same time, it promotes green transformation and climate change response to ensure rapid and sustainable economic development.

Regarding the movement “Strong Development of the Private Sector and Enhancing the Efficiency of State-Owned Enterprises,” the overarching principle is: enterprises are the center, infrastructure is the foundation, and institutions are the driving force.

Enterprises are encouraged to compete in innovating governance, improving production and business efficiency, pioneering technological mastery, implementing green and digital transformation, confidently integrating internationally, and gradually establishing the position of Vietnamese brands. At the same time, emphasis is placed on building corporate culture, business ethics, and a contingent of resilient, modern, responsible, and humane entrepreneurs.

The Prime Minister requested that each cadre and Party member implement three breakthroughs: breakthrough in thinking and awareness; breakthrough in reform and development facilitation; and breakthrough in execution and action outcomes.

Simultaneously, the “Three No’s” criteria must be strictly observed in implementing the emulation movements:

• No formality, superficiality, or ostentation—activities must be substantive and not perfunctory;
• No waste of time, no short-term or fragmented implementation, avoiding superficial efforts without follow-through;
• No waste of resources, ensuring effectiveness and broad participation of the people.

For the business community, the movement emphasizes three pioneering aspects: pioneering self-challenge and surpassing limitations; promoting the leading role in harnessing the great national unity; and upholding the people’s right to supervision to ensure that emulation movements achieve substantive results.

For citizens, three key emulation contents are highlighted: patriotism, solidarity, and trust in the Party’s leadership and the State’s management; striving in learning, working, and contributing according to individual capacity; and fostering innovation, participating flexibly and effectively in national construction, protection, and development.

Media and press agencies are tasked with identifying, reporting, and spreading exemplary models, effective practices, and outstanding individuals. The Central Emulation and Commendation Council will remain attentive, responsive, and proactive in recognizing and rewarding outstanding units and collectives in a timely manner.

Speaking at the ceremony, Prime Minister Phạm Minh Chính, Chairman of the Central Emulation and Commendation Council, affirmed that all emulation movements are for the people, serving their lives and the country’s development. Stability serves development, and development reinforces stability—and the people must be the beneficiaries of the achievements generated by these movements.

The Prime Minister emphasized that emulation is a continuous current in the movement of society. Each movement has its own strength and mission but shares the common goal of realizing the national development aspirations set out at the 14th National Party Congress. Emulation must not remain at the level of slogans; it must be reflected in concrete, practical actions linked to key, feasible, and impactful tasks.

He requested ministries, sectors, localities, agencies, and units across the political system to implement the two movements in accordance with practical conditions, with specific content, criteria, and appropriate forms; assigning responsibilities in line with the “Six Clarities”: clear people, clear tasks, clear timelines, clear responsibilities, clear authority, and clear outcomes. Adequate resources must be ensured to generate strong changes in awareness and determination to successfully implement the Party Congress Resolution.

The spirit of “everyone competes, every sector competes, every day competes” must be strongly promoted. Each individual should become a core nucleus—turning emulation into motivation, determination into action, contribution into effectiveness, and daily work into resources for oneself, for the community, and for the nation.

This will contribute to building a strong, civilized, prosperous, and happy country, steadily advancing toward socialism, under the spirit: digitalization creates momentum, greening spreads impact, enterprises break through, the nation advances.

In their responsive remarks at the ceremony, leaders of agencies, units, and enterprises affirmed that organizing emulation movements in the new phase—with specific content and criteria and practical forms—will create profound changes in awareness and action among Party committees, authorities, and all social strata.

Thereby, it will inspire nationwide participation in science and technology development, innovation, and dual transformation—green and digital—promoting proactiveness and creativity throughout the political system and among the people, contributing to rapid and sustainable national development.
