On 18th July, at Government Headquarters, Prime Minister Lê Minh Hưng chaired a conference between the Government Standing Committee and the business community, under the theme "Removing Bottlenecks – Unlocking Resources – Driving Growth". In attendance were Deputy Prime Ministers Phạm Gia Túc, Hồ Quốc Dũng, Nguyễn Văn Thắng, Lê Tiến Châu; leaders of central agencies, ministries, sectors, localities, business associations, and the business community nationwide.

Representing Vietnam National Chemical Group (Vinachem) was Mr. Nguyễn Hữu Tú, Deputy Party Secretary and General Director, who attended the conference.

In his opening address, Prime Minister Lê Minh Hưng emphasised that this was the first meeting between the new Government Standing Committee and the business community – the pioneering force at the economic front, directly creating momentum for growth, generating employment, and enhancing national competitiveness. According to the Prime Minister, achieving double-digit growth in 2026 and the years ahead will depend greatly on the development of the business community, especially domestic enterprises and those with foreign investment.

The Prime Minister stated that, after just over three months in office, the new Government is urgently implementing the resolutions of the 14th Party Congress and key decisions of the Party Central Committee and Politburo, including Conclusion No. 18-KL/TW of the Second Central Conference as well as resolutions on developing the private sector, state-owned sector, and foreign-invested sector. The Government is focused on renewing its methods of leadership and management, aiming to swiftly translate policies and resolutions into reality through concrete action programmes by ministries, sectors, and localities, thus creating a transparent and open investment and business environment and removing obstacles for enterprises.

Assessing the socio-economic situation, the Prime Minister noted that, despite ongoing international complexities and uncertainties, Vietnam achieved many positive outcomes in the first half of 2026. GDP growth reached 8.18% – the highest since 2011; macroeconomic stability was maintained; inflation was kept in check; the economy’s major balances were secured; and social welfare, defence, security, and external affairs continued to record important results. These achievements are due in no small part to the practical contributions of the business community, alongside the efforts of the entire political system and people.

At the conference, the Prime Minister underlined the heavy tasks for the remainder of the year: consolidating macroeconomic foundations while more efficiently exploiting resources and growth drivers to achieve socio-economic development goals. In this, the business community plays a pivotal role and is a decisive factor in realising growth targets.

The conference focused on reviewing and identifying the challenges and obstacles facing enterprises, drawing on feedback from business associations both domestic and international, as well as ministry and sector reports. Issues discussed included: improving the institutional framework and policy implementation; access to production resources; costs and cash flow; markets and supply chains; science, technology, innovation and high-quality workforce development; and strengthening connections among business sectors.

Notably, the Prime Minister pointed out that shortcomings in policy implementation at certain ministries, sectors and localities remain the most frequently reported problems for businesses. Therefore, the Government will continue to prioritise decisive action to remove bottlenecks and create a more open, transparent, and effective investment and business environment.

The Prime Minister also encouraged enterprises to actively contribute opinions on key draft laws to be considered by the National Assembly, such as the Criminal Code, Criminal Procedure Code, Land Law, Housing Law, Real Estate Business Law, Investment Law, Law on Small and Medium Enterprises, tax laws and other legislation directly impacting business operations.

Concluding his address, Prime Minister Lê Minh Hưng called on the business community to frankly express difficulties and shortcomings and propose practical solutions, so that the Government, ministries, sectors and local authorities can continue to improve mechanisms and policies, accompany businesses in development, and thus help achieve the country’s goal of rapid and sustainable growth.
