Vinachem proposes dolutions to tighten fertiliser market management and protect farmers

01:05 PM @ Friday - 16 October, 2026

On 16 October 2026 in Hanoi, the Vietnam National Chemical Group (Vinachem) attended the seminar “Fake Fertilisers – Identification, Prevention and Handling” organised by the Vietnam Fertiliser Association. At the event, Mr. Nguyễn Văn Luyện, Deputy General Director of Vinachem, proposed stricter penalties, enhanced post-market inspection, and tighter control of fertiliser business activities in the digital environment. He also shared the digital transformation solutions Vinachem is implementing to bring genuine products closer to farmers.

Stricter Penalties, Enhanced Post-Market Controls

From the perspective of a State-owned enterprise and the largest fertiliser producer in the domestic market, Mr. Nguyễn Văn Luyện called on regulatory bodies to continue reviewing and improving legal provisions for fertiliser product management; to consider increasing fines for the manufacture and trade of counterfeit and substandard fertilisers, ensuring penalties are commensurate with the nature, extent, and consequences of offences—thus protecting farmers’ rights and creating a level playing field for businesses.

He also suggested stepping up unannounced inspections at production and trading facilities showing signs of violation or receiving complaints from the public or businesses; and strengthening management of fertiliser trading on e-commerce platforms and social networks.

According to figures released at the seminar by the Domestic Market Management and Development Department (Ministry of Industry and Trade), in the first 10 months of 2026, market management forces inspected and handled 105 violations relating to fertilisers, imposing administrative fines totalling over VND 3.63 billion, and referred four cases for criminal investigation.

Participants highlighted numerous methods of violation—from trading goods of unknown origin and brand counterfeiting to exploiting social networks and e-commerce platforms to distribute infringing goods. This reality requires enhanced market supervision, prompt detection and handling of violations, and further improvement of relevant legislation.

Proactively Bringing Genuine Products to Farmers

On the business side, Mr. Nguyễn Văn Luyện explained that Vinachem is proactively implementing digital solutions to bring genuine products closer to farmers.

A key example is VinachemMart, the official e-commerce platform distributing fertiliser products from Vinachem member units. Through this platform, farmers and dealers can order genuine products online with transparent pricing and clear origin, thereby reducing the risks of buying counterfeit or substandard goods.

Additionally, the Vinachem Agriculture platform provides guidance on identifying genuine fertilisers, supporting consumers in accessing product information and making informed choices for their production needs.

Developing official distribution and information channels is a solution Vinachem is implementing to help farmers access products of known origin and to enhance transparency in the fertiliser business.

The seminar “Fake Fertilisers – Identification, Prevention and Handling”, with the theme “Strengthening State–Association–Enterprise Coordination to Clean up the Vietnamese Fertiliser Market”, focused on solutions to improve the management mechanism, enhance inspection and enforcement, and promote cooperation among stakeholders.

Controlling fake and substandard fertilisers requires coordinated efforts among State agencies, associations, and enterprises. Alongside legal improvements and enhanced post-market and digital environment controls, enterprise responsibility for product quality and developing official distribution channels is essential in protecting farmers’ interests and maintaining a fair competitive environment in the market.
