Ministry of Home Affairs Works with Vinachem: Promoting the Implementation of the 2026 Month of Action on Occupational Safety and Health

In implementation of Plan No. 11562/KH-BNV dated December 4, 2025 issued by the Ministry of Home Affairs on organizing the 2026 Month of Action on Occupational Safety and Health (OSH), on the morning of March 18, 2026, a delegation from the Ministry visited and held a working session with the Vietnam National Chemical Group (Vinachem) at Lam Thao Superphosphate and Chemicals Joint Stock Company (Phu Tho Province).

The delegation from the Ministry of Home Affairs included Mr. Nguyen Manh Khuong, Deputy Minister of Home Affairs; Ms. Chu Thi Hanh, Deputy Director General of the Department of Employment; along with leaders and officials from relevant departments. Representing Vinachem were Mr. Dao Trong Cuong, Deputy General Director; Mr. Nguyen Huy Thong, Chairman of the Vietnam Chemical Industry Trade Union; and representatives from the Group’s functional departments. From Lam Thao Superphosphate and Chemicals JSC were Mr. Pham Thanh Tung, General Director, together with the company’s leadership and representatives of relevant divisions.



Grasping Practical Conditions and Conducting Comprehensive OSH Assessment

The working session focused on reviewing the implementation of OSH at the enterprise while also examining plans for the 2026 Month of Action across the Group. According to the agenda, the delegation listened to an overview report on occupational safety and health at Lam Thao Superphosphate and Chemicals JSC, along with orientations for upcoming activities.

Notably, the session went beyond reporting to include on-site inspections of production facilities, observing working conditions, production organization, and safety measures. This provided an important basis for realistic assessment and appropriate, effective direction.

Lam Thao: Synchronous Implementation with Employees at the Center

At the meeting, representatives of Lam Thao Superphosphate and Chemicals JSC presented detailed reports on OSH management and employee healthcare. As a large-scale fertilizer and chemical manufacturer, the company operates multiple production lines with an annual capacity of millions of tons, including approximately 800,000 tons of superphosphate.



The company has established a relatively comprehensive OSH management system, with a network of nearly 200 safety officers and regular training programs in compliance with regulations. In 2025, more than 1,000 employees participated in OSH training sessions, and hundreds of high-risk equipment items were inspected and certified before operation.

Employee health care is also a priority, with over 1,600 staff receiving periodic health check-ups. Working conditions, meals, and welfare policies have been progressively improved. Total expenditure on OSH in 2025 exceeded VND 20 billion, reflecting strong commitment to employee safety and well-being.

These results demonstrate that OSH is not merely regulatory compliance but has become an integral part of production management and corporate culture.



Vinachem: Proactive Risk Control and Improved Working Conditions

As a multi-sector industrial group with over 20,000 employees—many working in hazardous environments—Vinachem identifies OSH as a core, continuous task in its production and business operations.

The Group has developed a relatively synchronized OSH management system, including OSH councils, safety officer networks across units, and regular training for 100% of employees. Equipment inspection, workplace environment monitoring, periodic health check-ups, and occupational disease detection are carried out in full compliance with regulations.

Vinachem also maintains significant investment in labor protection, with an annual budget of around VND 200 billion to ensure adequate protective equipment and improved working conditions.

Promoting Innovation in the 2026 OSH Month of Action

In response to the 2026 Month of Action on OSH under the theme “Innovating management and improving the effectiveness of occupational safety and health in the digital era,” Vinachem has issued a comprehensive implementation plan across its member units, clearly defining key tasks and solutions.

The Group focuses on innovating communication and training to enhance awareness and skills among employees; launching emulation movements to encourage initiatives that improve working conditions; and strengthening inspection and supervision of compliance with OSH regulations as a key preventive measure.

Notably, Vinachem is promoting the application of science and technology, digital transformation, and artificial intelligence in hazard identification, risk assessment, and workplace improvement. Activities include visual communication campaigns, dialogues, idea-sharing initiatives, and employee support programs to ensure widespread impact.

During the 2026 Month of Action, the Group plans to organize 143 training courses for nearly 9,800 employees, along with numerous large-scale campaigns, competitions, and communication activities—demonstrating strong commitment to improving OSH quality in a substantive manner.

The program is closely linked with Workers’ Month 2026, enhancing not only workplace safety but also employee welfare and health protection. At the same time, promoting digital technologies in OSH management is a key step toward modernizing production, increasing productivity, and achieving sustainable development in the chemical industry.

Enhancing Coordination and Replicating Effective Models

The visit and working session by the Ministry of Home Affairs delegation served not only as an inspection activity but also as an opportunity to recognize and disseminate effective OSH practices in industrial enterprises.

Speaking at the meeting, Deputy Minister Nguyen Manh Khuong highly appreciated the OSH achievements of Vinachem and Lam Thao Superphosphate and Chemicals JSC, particularly in building management systems and caring for employee health.

He recommended that the Group strengthen unified direction in OSH implementation, closely linked with safety assurance and environmental protection, while urging local authorities to support and replicate effective models.

For Lam Thao, he emphasized the need to further enhance legal compliance, strengthen inspections, proactively prevent risks, and accelerate digital transformation in OSH management. He highlighted the importance of OSH in the development of the digital, green, and sustainable economy.

Through the on-site survey at Lam Thao—a representative model in production management and occupational safety—the delegation gained further insights to support policy refinement and promote effective practices across the industry.

The working session reaffirmed Vinachem’s proactive and serious implementation of directives from the Government and the Ministry of Home Affairs on OSH, as well as its strong commitment to building a safe, sustainable working environment aligned with the requirements of the new development phase.
