Vietnam Institute of Industrial Chemistry: Linking Science and Technology with Production, Enhancing Management Efficiency

On the morning of April 16, 2026, in Hanoi, the Vietnam Institute of Industrial Chemistry held its 2026 Conference of Employee Representatives.
Attending and directing the Conference were Comrade Lê Hoàng – Member of the Party Committee Standing Board, Deputy General Director of Vietnam National Chemical Group (Vinachem); Comrade Nguyễn Huy Thông – Member of the Party Committee Standing Board, Chairman of the Vietnam Chemical Industry Trade Union; along with 98 delegates representing all staff and employees of the Institute.
Comprehensive Evaluation of the 2025 Resolution Implementation

At the Conference, Comrade Phạm Huy Đông – Deputy Director, presented the report reviewing the implementation of the 2025 Resolution and outlined the direction and tasks for 2026. Accordingly, 2025 recorded many outstanding results in the implementation of scientific and technological (S&T) tasks – a field that clearly demonstrates the Institute’s core role within the Vinachem system.
During the year, the Institute implemented 06 S&T tasks, including 04 national-level tasks, 01 task under the Ministry of Industry and Trade, and 01 task under the Hanoi Department of Science & Technology. Research results included 01 international publication, 05 domestic publications; 01 international patent, 04 domestic patents, and 01 utility solution.
Notably, S&T activities have strongly shifted towards meeting enterprise needs and commercializing research results. Many products have been finalized and put into production, such as: restarting the pilot biodiesel system; research on multi-metallic ore flotation agents; flocculants and filtration aids for DAP; new-generation wood adhesives; nano-preparations for agriculture and pharmaceuticals; and products extracted from medicinal herbs…
These S&T achievements have directly generated significant revenue for the Institute’s production and business activities, especially in the product groups of mineral processing chemicals, fertilizer additives, industrial adhesives, lubricants, nano materials, and pharmaceutical chemicals.

In 2025, total revenue reached VND 428.4 billion, exceeding the plan by 11%; pre-tax profit reached VND 3.1 billion; average income was about VND 22 million/person/month. Production, business, and service activities remained the driving force for growth, while S&T activities continued to shift towards meeting enterprise needs.
Personnel organization, finance, investment in infrastructure repair, labor safety – environment, administration and union activities remained stable, providing a solid foundation for employees’ peace of mind at work.

Ensuring Full Welfare and Living Standards for Employees
In 2025, the Institute fully implemented all wage, insurance, and welfare policies as prescribed. Healthcare was maintained; periodic health checks were fully organized. Benefits during holidays, New Year, and vacations were provided at an average of about VND 10 million/person/year; several units maintained supplementary health insurance for employees.
The Institute’s Trade Union organized many practical activities such as the “Trade Union Meal”, visits to employees in difficult circumstances, congratulating the elderly parents of employees, rewarding employees’ children for outstanding academic achievements, and providing timely support in cases of illness or bereavement. Cultural, sports, and internal exchange activities were maintained, contributing to improving spiritual life and enhancing unity throughout the Institute.
2026 Orientation: Linking Science and Technology with Production, Enhancing Management Efficiency
In 2026, the Institute set targets of total revenue at VND 412.7 billion; pre-tax profit at VND 3.45 billion; and average income at VND 22.8 million/person/month. The focus is on developing products from research results, strengthening organizational structure, completing the wage mechanism based on job positions, enhancing financial – asset management, and promoting digital transformation in management.

The discussion session at the Conference was lively and candid. Many delegates focused on the wage mechanism based on job positions, working conditions at units, orientation for developing key products, internal coordination mechanisms, and strengthening linkages with enterprises within the Group.

Comrade Hoàng Anh Tuấn – Director, directly responded to and addressed the questions and recommendations of employees at the Conference; he also clarified the solutions that the Institute will implement in 2026 regarding organizational restructuring, improving management regulations, working conditions, wage mechanisms, and S&T development orientation linked to production.
People’s Inspectorate for the 2026 – 2028 Term
The Conference elected the People’s Inspectorate for the 2026–2028 term, comprising 03 members in accordance with regulations. The new People’s Inspectorate made its debut and took on its duties before the Conference.

Speaking at the Conference, Comrade Lê Hoàng – Deputy General Director of Vinachem, acknowledged and highly appreciated the results achieved by the Institute in 2025, especially its practical contributions to the overall achievements of the Group.
He emphasized that, in the context of the Group having to adjust growth targets as required, the Institute demonstrated responsibility and made great efforts to fulfill assigned tasks. However, the Deputy General Director frankly pointed out that the revenue share from S&T activities remains modest compared to production, business, and service activities. He hopes that in the future, the Institute will further assert its role as a leading research unit, improving the effectiveness of S&T implementation and creating more research products with high application value.
He also requested the Institute to actively register and implement Group-level projects, make use of resources from the reactivated Science and Technology Fund; focus on proposing research tasks closely aligned with the practical needs of member units for consideration and approval by the Group’s Science and Technology Council.
In addition, he reminded the Institute to pay special attention to occupational safety, industrial hygiene, and fire prevention during production, business, and service activities; strictly comply with current regulations as supervision and inspection mechanisms become increasingly stringent.
Regarding the Institute’s recommendations at the Conference, the Group’s leadership noted and affirmed close cooperation to resolve difficulties, especially in finalizing financial and wage mechanisms suitable to the specific characteristics of S&T units; supporting investment, renovation of facilities and equipment; and guiding legal procedures related to investment, environment, fire prevention and fighting, and the relocation plan.
Notably, he emphasized the orientation to build a Research & Development (R&D) Center as required, in which the Institute will play a key role and serve as the focal point for implementation according to the Group’s direction in the near future.





At the Conference, the Institute summarized its emulation and commendation work for 2025, recognizing and praising many collectives and individuals for outstanding achievements in production, scientific research, management, and union activities. Emulation movements linked to political tasks, production and business, and the 70th anniversary of the Institute’s establishment created an exciting atmosphere, spreading responsibility and creativity among all employees.

Entering 2026, the Institute’s Trade Union launched an emulation movement focusing on improving S&T efficiency to meet market needs, promoting technical initiatives, practicing thrift, and enhancing productivity, quality, and work efficiency.

The Conference voted to approve the Draft Resolution for 2026 in a spirit of solidarity and high consensus.
