Vinachem strengthens the management of bid invitations

Ministry of Planning and Investment (MPI) issued Document No 3081/BKH-QLDT dated May 11th 2010 which carried out Prime Minister's Direction No 494/CT-TTg dated April 20th 2010 on using domestic materials and goods in bid invitations of state capital investment projects and his Document No 157/TTg-KTN dated Jan 20th 2010 on bid assignment in accordance with Document 229/TTg-KTN Feb 16th 2009. On May 27th 2010, Vietnam National Chemical Group brought out Document No 389/HCVN-DTXD to demand full acknowledgement of its companies and representatives of State capital in joint stock companies on following tasks:

I. Implementation of Direction No 494/CT-TTg

1. Companies and representatives of State capital in joint stock companies have to strictly follow Direction No 494/CT-TTg of Prime Minister in carrying out projects and choosing contractors of state capital contract packages in accordance with Law on bid invitation.

2. Vinachem brought out lists on equipments, machines, spare parts, transportation means; construction materials; raw materials and materials needed for oil and gas production; raw materials and semifinished materials for ship building; materials for software production. All of them are produced domestically.

Domestically-produced raw materials, materials, semifinished materials are free from import taxes. Moreover, basing on the above lists, contractors have to use domestically-produced materials and products in their bid submission according to Prime Minister's Direction No 494/CT-TTg.

3. The above lists are sent to Agency for Bid Invitation Management, MPI for further update.

II. Implementation of Document No 157/TTg-KTN

Companies and representatives of State capital in joint stock companies have to produce reports on the implementation of projects and contract packages under the list of bid assignment approved by Prime Minister and submit them to Vinachem before June 15th for Vinachem's report to MPI.
